Definition
Rules that stop a fast sender from sending more than a slow receiver can take: the receiver tells the sender to slow down or wait, so nothing is lost.
Example
A server can send at 1 Gbit/s, but an old phone on weak Wi-Fi takes much less; TCP's flow control keeps the server from flooding it.
