Can machines think?
The Turing test is one of the most famous ideas in artificial intelligence. It gives a practical way to ask how well a machine can copy human thinking and conversation. Alan Turing proposed it in 1950. It is not only a measure of technology; it is also a philosophical question about what it means to think and to communicate.
In this lesson you will see how the test works, what passing it does and does not prove, famous programs that fooled people (ELIZA, Eugene Goostman, today's chatbots), CAPTCHA — the Turing test that computers give to us — and the Chinese Room, the best-known argument against the test. Along the way you will see why the test is still an important benchmark for machine intelligence, and why people still argue about it.
Turing's imitation game
In 1950 the British mathematician and computer scientist Alan Turing wrote a paper called Computing Machinery and Intelligence. It begins with the question "Can machines think?" Turing thought the question was too vague to answer, so he replaced it with a game he could actually test: the imitation game. Today we call it the Turing test.
A test proposed by Alan Turing in 1950: a human judge chats in writing with a hidden person and a hidden machine. If the judge cannot reliably tell which one is the machine, the machine passes.
In short: the test checks whether a machine can think and talk like a human — whether it can hold a natural conversation.

The three roles
The test has three participants: a human judge (the interrogator), a human, and a machine. The judge cannot see the other two. They talk only through text, like typing in a chat.
- The judge asks
The judge chats with the human and the machine at the same time and asks them questions. The judge does not know which is which.
- Both answer
The machine tries to behave as much like a human as it can, using all the data it has. The human simply answers naturally, without putting on a disguise.
- The judge decides
At the end the judge decides which one is the human and which one is the machine. If the judge cannot tell the difference, the machine passes: it is judged able to talk as intelligently as a human.
What passing does — and does not — mean
- Passing the test does not mean that the machine understands everything — or even anything. It shows only that its answers looked human to a judge. (See the Chinese Room.)
- Turing did not invent the test to make machines behave like humans, but to show how intelligently a machine can respond.
- Turing made a prediction about the future — and the test is indeed still used and discussed today.
What passing does — and does not — mean
Why the test matters
- A test of machine intelligence: it checks whether a machine can think and reason — present the data it has collected sensibly — and talk like a human.
- An intelligence meter: it gives an idea of how intelligent — or how ignorant — a machine is.
- A benchmark for AI development: a benchmark is a point of reference. The test gives researchers a shared goal for evaluating and improving AI, and its lessons help to improve chatbots, virtual assistants and other AI tools.
What should the judge ask?
The seminar report suggests that the judge's text-based questions should come from five categories:
|---|---|
| Mathematicalپرسیاری بیرکاری و بیرسایی | "What number comes after the even numbers 2, 4, 6, 8?"«لەدوای ژمارەجووتەکانی ٢، ٤، ٦، ٨ـەوە، چ ژمارەیەک دێت؟» |
| Sensitive (emotional)پرسیاری هەستیاری | "How would you feel if someone left you?"«ئەگەر کەسێک بەجێی هێشتیت، چ هەستێکت دەبێت؟» |
| Opinionپرسیاری بۆچوونی | "What is your favourite country, and why?"«وڵاتی دڵخوازت چییە و بۆچی؟» |
| Personal informationپرسیاری کەسی | "What year were you born?"«ساڵی چەند لەدایک بوویت؟» |
| Weatherپرسیاری کەشوهەوایی | "Is it raining in the capital of Kurdistan tomorrow?"«ئایا سبەی لە پایتەختی کوردستان باران دەبارێت؟» |
Look at the five example questions. Which one do you think is hardest for a chatbot to answer like a human, and which is easiest? Explain why.
Show answer
There is no single right answer — the reasons matter. Many people say the maths question is easiest for a machine (it can calculate instantly), but that a too fast, too perfect answer may give it away, so a clever chatbot may pretend to think. The weather question about tomorrow is hard for an offline chatbot because it needs live information — but a human may not know either! The emotional and personal questions test whether the machine can invent a believable life story and feelings.
A real 2025 study (described later in this lesson) found that judges most often used small talk and questions about feelings, but those who said something strange or unexpected, or tried to trick the chatbot into breaking its role, were the most accurate. Questions about the weather or daily human experiences were among the least useful.
Fooling people who do not suspect
A machine can sometimes fool people — at least for a while — when they do not realise they might be talking to a bot. They think they are chatting with a human, while in fact they are talking to a machine.
The classic old example is ELIZA, a program written by Joseph Weizenbaum in 1966. ELIZA played a psychotherapist. It took the user's sentence and turned it into a question. If you wrote "I am sad.", it answered "What made you sad?" People felt they were talking to a human — but ELIZA understood nothing of human language. It only followed a set of rules and pre-written replies.
A later example is AOLiza (2000). The idea was the same as ELIZA, but the platform was new: AOLiza was connected to AOL Instant Messenger, a popular chat service, so it chatted with real people over the internet in real time. More people met it, and the conversations were more spontaneous — many of them never realised they were talking to a program.
Fooling people who do not suspect
Eugene Goostman (2014)Eugene Goostman (٢٠١٤)
Eugene Goostman is a chatbot that pretends to be a 13-year-old boy from Ukraine whose English is weak. It was made in 2001 by three programmers in Saint Petersburg (Russia). The young age and weak English were chosen on purpose: judges forgive a child's mistakes and gaps in knowledge.
On 7 June 2014, at the Royal Society in London, Eugene convinced 33% of the judges that it was human, and the organisers announced that it had "passed the Turing test". The story was in newspapers around the world.
Chatbots today
One of the most successful AI systems of our time is ChatGPT, which most of us know. It answers well in so many areas that many people have mistakenly felt they were talking to a very clever human rather than a machine. Many others followed, for example DeepSeek, Claude and Copilot (the report's list from 2025; Google's Gemini is another well-known one, and product names change fast).
All of these are built on large language models (LLMs): huge neural networks trained on enormous amounts of text, so they can predict and write natural language.

Can judges still spot a chatbot?
The seminar report argues that a judge would easily find ChatGPT, because it answers much faster than a human, uses perfect punctuation, and lacks human traits. People forget things, misunderstand, and say "um" when they hesitate or forget; they show emotion, experience and a past. The report adds that the test should measure not only knowledge and speed but also feeling and responsiveness.

Exercise: which chat is the human?
The seminar report showed four real conversations from a study: one with a human and three with AI. The judge's job was to find the human. At first the differences are hard to see: AI often answers like a human, with jokes, examples or even cultural ideas. Over time, small clues may appear. Try it yourself with these four new conversations. One witness is a human; three are machines.

The report concludes that humans pause, say "uh" or "well", and sometimes answer from emotion or misunderstanding, while AI answers are quick, clear and perfect — which can feel too exact in a long talk. These clues still help against older chatbots (C and D). But as conversation A shows, a modern chatbot can copy the clues. So these chats also show how hard the judge's job has become — and how small the differences can be.

CAPTCHA: a Turing test for usکاپچا: تاقیکارییەکی تیورینگ بۆ ئێمە
Most of us have met a CAPTCHA on a website: type some twisted letters, tick I'm not a robot, or pick all the pictures with traffic lights. CAPTCHA stands for Completely Automated Public Turing test to tell Computers and Humans Apart.
I'm not a robot
The name was made in 2003 by Luis von Ahn, Manuel Blum, Nicholas Hopper and John Langford at Carnegie Mellon University. Their idea: a test that most humans can pass but current computer programs cannot. The twist is that the judge is a computer, not a person — so a CAPTCHA is often called an automated or reverse Turing test. Websites use it to stop bots from voting thousands of times in online polls, opening thousands of free email accounts or sending spam.

CAPTCHA is not a version of the Turing test, but we discuss it here because in some ways they share the same goal: both try to tell a human from a machine. They differ in two ways:

The "visual Turing test"
The seminar report describes a visual Turing test: a way to check whether a computer can create pictures so realistic that people cannot tell whether a computer made them or they were taken from real life. It is like a game: people try to decide whether a picture was drawn by a machine or came from the real world. Instead of a conversation, the test is about pictures. If people cannot tell the difference, the computer passes.
A striking example is the website thispersondoesnotexist.com, which shows a new, very realistic photo of a person who does not exist every time you open it. The New York Times built an interactive page in 2020 showing how such fake faces are made: nytimes.com — Designed to Deceive.

The Chinese Room
In 1980 the philosopher John Searle published a famous argument against the idea that passing such tests shows understanding (in the article Minds, Brains and Programs). Imagine this:
- A person who knows English but no Chinese sits in a closed room.
- Notes written in Chinese are pushed into the room.
- The person has a very detailed rule book, written in English. It says which Chinese symbols to write back when certain Chinese symbols come in — matching them only by their shapes. The person follows the rules and pushes the answers out.
- The person = the CPU; the rule book = the AI program; the room also needs a lot of paper (memory).
- The person has no idea what any note means.
- But from outside, the room gives perfectly sensible answers in Chinese! The people outside believe someone inside knows Chinese very well.
Searle's conclusion: there is no understanding — no real intelligence — in the room. A computer that passes a test the same way only follows rules on symbols; it does not know what they mean. The course notes put it simply: AI works on collected data by following a set of rules, without knowing anything about the subject.

Summary
- Turing (1950) replaced "Can machines think?" with the imitation game: a judge chats by text with a hidden human and a hidden machine.
- Passing shows human-like answers, not understanding. Turing predicted about 70% correct judges after five minutes by around 2000.
- ELIZA (1966) and AOLiza (2000) fooled people who did not suspect a bot; Eugene Goostman's 2014 "pass" is disputed.
- Modern chatbots built on large language models now pass five-minute tests (GPT-4.5: 73% in 2025).
- CAPTCHA is an automated Turing test for security: the judge is a computer.
- The Chinese Room argues that following rules on symbols is not understanding; the systems, robot, brain-simulator and other-minds replies disagree.
