MoneyGram (September 2024): five days without transfersMoneyGram

People in Kurdistan send and receive money from abroad through several services, including mobile wallets. Some of these services work with MoneyGram, an American company that moves money between countries; it is available in about 200 countries and has offered transfers in Iraq through local partners since 2015.

On 20 September 2024 customers began reporting that transfers failed and the website was down. MoneyGram took its systems offline to contain an attack and on 23 September confirmed a 'cybersecurity issue'. Transfers worked again from about 25 September — roughly five days of outage, worldwide. According to a source quoted by BleepingComputer, the attackers got in through social engineering against the company's IT help desk: they tricked staff into giving them an employee's sign-in details, then went after the company's internal user directory (Windows Active Directory). MoneyGram said it had no evidence of ransomware, but in October it confirmed that the attackers, inside its systems from 20 to 22 September, had stolen customers' personal data such as names, contact details, ID documents and bank account numbers.

Because MoneyGram's whole network was down, every service that sends money through it stopped too — including transfers to and from Iraq. The report's authors noticed the outage through a local mobile wallet.

Why we hear so little about local incidents

The report's authors wanted to show real incidents from Kurdistan but found almost none to cite. Two reasons: there are fewer local technology companies, and even when companies are attacked they usually do not announce it, mainly to protect their reputation and not to lose customers and subscribers.

Silence feels safe for the company but costs everyone else: customers do not know to change their passwords, other companies cannot learn from the case, and the same attackers try again elsewhere. That is why many countries now have breach-notification rules — in the EU's GDPR, for example, a serious personal-data breach must be reported to the authority within 72 hours (Breach notification). Iraq has no personal-data protection law yet (see Iraq and the Kurdistan Region today).

SolarWinds (2020): a poisoned update⁦SolarWinds (2020)⁩:

SolarWinds is an American company that makes software to help organisations manage their computer networks. One of its products, Orion, was used by about 33,000 public and private organisations — including many US government institutions, which made it a valuable target.

In 2020 attackers broke into SolarWinds and hid malicious code inside Orion's software updates (the company was first compromised around March 2020). Customers downloaded the new version as usual — it came from the real company — and the hidden code opened a back door into their networks. SolarWinds told the US Securities and Exchange Commission in December 2020 that fewer than 18,000 customers may have installed an infected version. The attackers then chose a much smaller number of victims to go deeper, and stole sensitive information.

UK Ministry of Defence payroll (May 2024)سیستەمی مووچەی وەزارەتی بەرگریی بەریتانیا (ئایاری ⁦2024⁩)

On 7 May 2024 the UK Defence Secretary told Parliament that attackers had broken into a payroll system run by an outside contractor for the armed forces — a system separate from the ministry's own network. It held mainly names and bank details, and in a few cases addresses, of serving regular and reserve personnel and some veterans: an estimated 270,000 records. The ministry took the system offline; salaries were still paid.

The faulty file was replaced 78 minutes later, at 05:27 UTC, but machines that had already crashed often had to be fixed by hand, one by one. Microsoft estimated that 8.5 million Windows devices were affected — less than 1% of all Windows machines — yet airlines, hospitals, banks and broadcasters around the world stopped work. Mac and Linux computers were not affected.

  • Test updates and roll them out in stages — a few computers first, then more — so a bad update stops early.
  • Plan for working without computers — paper check-in at airports, paper records in hospitals (Business continuity).
  • Do not depend on a single product everywhere for critical work, where it can be avoided.

Claims are not confirmed incidents

Criminals often post on 'leak forums' that they have stolen a database — of a company, a bank or a ministry — and show a few sample lines to prove it. Some claims are true. Others are old data from an earlier leak, data from a different organisation, or plain lies told to gain fame or to scare the victim into paying.

  1. Wait for confirmation

  2. Say 'claimed', not 'happened'

Until it is confirmed, a claim is only a claim.

GPS under attack: jamming and spoofingGPS

GPS (Global Positioning System) tells phones, cars, ships and planes where they are, from satellite signals; how it works is explained in How GPS finds you. Today receivers also use Europe's Galileo, Russia's GLONASS and China's BeiDou — together called GNSS. No system is 100% secure, and GPS can be attacked too. By the time they reach Earth from about 20,000 km away, satellite signals are very weak — and that is the weakness attackers use.

The report explains spoofing this way: the attacker creates a fake GPS signal that is stronger than the original, so the receiver mistakenly accepts it as the real one. Spoofing is a subtle threat («هەڕەشەی سایبەری», as the Kurdish report explains the English word cyberthreat): it does not stop the device, it makes the device believe a lie.

GPS interference in our regionتێکدانی GPS لە ناوچەکەماندا

This is not only theory. The EU Aviation Safety Agency (EASA) reports a notable increase in GNSS jamming and spoofing since February 2022, especially near conflict zones — in the Black Sea, the Baltic, the eastern Mediterranean and the Middle East. EASA publishes tables of the flight-information regions with the most reported interference; its tables of 14 October 2026 include Baghdad.

What crews notice, according to EASA: positions that disagree, a strange difference between ground speed and air speed, clocks that jump, and false terrain warnings. On the ground, people near affected areas sometimes see their phone's map put them somewhere they are not, and ships' tracking systems have shown vessels in impossible places.

An animation of GPS spoofing at sea. A ship follows real satellite signals, and its screen shows the right position. A transmitter on the shore starts sending stronger fake signals. The position shown on the screen drifts away along a red path, even onto land, while the real ship continues on its blue course. The crew cross-checks with radar and landmarks, finds the mismatch, switches to other navigation and reports the interference.

The report recommends that military agencies use anti-spoofing GPS systems to be ready for such threats; the presentation adds that anti-spoofing technology protects critical infrastructure — power grids, telecom networks and banks also use GPS time. Practical defences today:

  • Cross-check with other sources: radar, radio navigation aids, inertial systems, landmarks. EASA's advice to crews: verify the position by non-GNSS means and report.
  • Smarter receivers: use several satellite systems at once, and flag sudden jumps or signals that are suspiciously strong.
  • Signed signals: since 24 July 2025 Europe's Galileo offers a free service called OSNMA that adds a cryptographic signature to its navigation data, so a receiver can check that the data really comes from Galileo. It helps detect spoofing; it cannot stop jamming.
  • Report it: reports from pilots and ships are how EASA builds its interference tables.

Explain spoofing to a friend3.

In three sentences, explain to a friend who drives a taxi what GPS spoofing is, how it differs from jamming, and what to do if the map suddenly shows a wrong place.

A possible answer: 'Spoofing is when a strong fake signal fools your phone's GPS into showing a wrong place, while the map still looks normal. Jamming is different: it just blocks the signal, so the map says there is no GPS. If the map suddenly jumps somewhere impossible, trust the street signs and your own knowledge of the city, not the map, until it settles.'

Summary

  • Read incident stories with five questions: when, who, how, what impact, who did it — and how sure we are.
  • MoneyGram (September 2024): help-desk social engineering, about five days without transfers worldwide, customers' personal data stolen.
  • Companies often hide incidents to protect their reputation; breach-notification rules exist because silence harms victims.
  • SolarWinds (2020): malicious code in Orion updates; fewer than 18,000 customers installed it; attributed to Russia's SVR in April 2021. Supply chains of software and hardware can be poisoned.
  • UK payroll (May 2024): a contractor's system, about 270,000 records, not officially attributed. Indonesia (June 2024): ransomware, 210 institutions, backups now mandatory.
  • CrowdStrike (July 2024) was a faulty update, not an attack: availability can be lost without an attacker.
  • Unconfirmed leak claims are not incidents: wait for confirmation and never download leaked data.
  • GPS jamming hides the position; spoofing fakes it. EASA lists Baghdad among affected regions; cross-checking, smarter receivers, signed signals (Galileo OSNMA) and reporting are the defences.
Review questions
Why is CrowdStrike 2024 in a lesson about incidents if it was not an attack?

Because it shows how much a country depends on a few software products, and that availability can be lost without any attacker.

What is a supply-chain attack? Give one example from this lesson.

An attack on a trusted supplier so that the harm reaches its customers — SolarWinds' poisoned Orion updates.

Who is deceived in GPS spoofing?

The receiver (the phone, ship or plane), which accepts the stronger fake signal and computes a wrong position.

What should you do with a claimed leak you see online?

Treat it as unconfirmed, do not download or share it, wait for official confirmation and protect your own accounts.
