  • Explain why the damage to the attacked target is not the real cost, and what cascading damage is.
  • Read sector statistics carefully and quote breach costs with their year and source.
  • Describe the five hidden costs of a cyberattack with an example of each.
  • Tell intellectual property apart from personal data.

More than the price of a repair

When an attack hits, the first bill is easy to see: repair or replace the computers and pay experts to investigate. The lecture's key point is that the damage to the target may not show the real amount of damage. You may think the loss is only that machine, while the attack goes on to hurt the company's reputation, its users and everything that depends on it.

This lesson looks at who is attacked most, what a breach costs on average (with checked, dated numbers), how damage spreads, and the five hidden costs: reputation, downtime, fines, stolen ideas and insurance.

The notes show a bar chart of ransomware attacks on US critical-infrastructure sectors. Its numbers come from the FBI's Internet Crime Complaint Center (IC3), which began counting such complaints in June 2021 and received 649 of them that year. Healthcare and public health came first with 148, then financial services (89) and information technology (74). How ransomware itself works is taught in Ransomware.

Which sectors are attacked most?

Why hospitals, water and dams?

The owner's notes give the main reason the health sector is attacked most: it holds a great deal of people's data. That makes it part of national security, not only a private matter.

The same goes for any public service run by technology. A water service delivered to citizens through computer-controlled pumps, or a dam whose gates are opened by computers, must be built with protection in mind, because an attack would harm everyone downstream. Such services are called critical infrastructure.

The notes add a second reason: most hospitals have no cybersecurity specialist, so they are attacked most, while the defence sector, which takes protection very seriously, is attacked least. In the chart the defence industrial base reported only 1 complaint in 2021 and 34 in 2025.

Damage spreads beyond the target

Services depend on each other. If one service is attacked, the services that rely on it can break down too, in a chain reaction that makes the damage grow quickly. The lecture calls this cascading and escalating damage. The same chain on the scale of a whole city is shown in Cascading failures.

That is why decision-makers need support. They must be able to evaluate the risk and the consequences of attacks (how bad could it get?), and they need methods to prevent, deter and mitigate the consequences: tools and plans to stop attacks or limit the damage, and the ability to respond quickly and recover faster. This is exactly the work of risk management.

Five hidden costs

1. Reputational damage1.

An attack harms public trust, tarnishes the brand (spoils its shine, like a stain on polished metal) and makes customers leave. The long-term effects are weaker customer loyalty, costly public-relations work to win trust back, and lost business opportunities.

It also hinders partnerships, especially in data-sensitive industries such as finance and healthcare: no bank wants a partner that leaks data.

A message that goes to everyone

Imagine a mobile operator, call it Aram Mobile (an invented name), announcing after an attack: “for some hours, every message you sent went to everyone.” Thousands of users would break their SIM cards and move to another operator, and it would take the company years to win back its good name.

Where the analogy stops working

Real reputational damage is rarely this sudden; it usually grows as news spreads and as customers learn how their data was handled.

2. Work stoppage and downtime2.

Definition

The time during which a system is not working or cannot be used, because of a failure or planned work.

Attacks halt operations. A factory whose control computers are locked cannot run its production line, a clinic postpones appointments, an online shop cannot take orders, and deadlines are missed. The financial impact is lost productivity, delayed projects and the cost of every hour of downtime: wages paid for no work and sales that go elsewhere. The outcome is a heavy blow to the company’s productivity and financial health.

Recovery takes long. Breaches are found and contained slowly: 258 days on average in IBM's 2024 report, 247 days in its 2026 report, and breaches that last over 200 days cost about a third more than those closed sooner. In IBM's 2024 study, 70% of breached organisations reported significant or very significant disruption, and only 12% had fully recovered; most of those needed more than 100 days.

Loss of competitive edge. If someone steals your business secrets, such as the design of a new product, a competitor can copy it. You lose market share and revenue.

Targets. Manufacturing, technology and government are prime targets. Nation-state threats are rising: some countries try to steal intellectual property from businesses in other countries, especially in manufacturing, to gain a competitive advantage.

5. Insurance premiums5.

Definition

Insurance that pays some of the costs of a cyberattack or , such as recovery, legal fees and lost business. After a breach, insurers usually raise the price and ask for stronger security.

Premiums rise after a breach. After a company has been attacked, its cyber insurance usually costs more, and the insurer often tightens the coverage limits, so the company gets less protection for more money. (Coverage means what the insurance will pay for.)

Coverage adjustments. To be insured again, a breached company may have to add security tools or follow extra rules that prove it is preventing future attacks, for example multi-factor authentication, tested backups and endpoint protection.

Financial strain. Higher premiums and stricter terms make it harder to recover after an attack, on top of the strain the company already faces.

The whole market moved this way: the US Government Accountability Office reported in 2021 that more than half of the clients in a broker survey saw premiums rise 10–30% in late 2020, and that insurers reduced coverage limits for some sectors, such as healthcare and education, because of the growing number of attacks.
