Cybersecurity as the Frontline of National Securityئاسایشی سایبەر وەک هێڵی پێشەوەی ئاسایشی نیشتیمانی

Why protecting a country today means protecting its technology. What national security is (and where the word 'nation' comes from), where it meets cybersecurity (government data such as Iraq's 2024 electronic census, banks), why malware is a new kind of weapon, critical infrastructure and cascading failures (Ukraine 2015), four groups of threats to a nation (espionage, infrastructure attacks, misinformation, ransomware), their consequences, and how to read a country ranking correctly.

Protecting a country by protecting its technologyپاراستنی وڵات لە ڕێگەی پاراستنی تەکنەلۆجیاکەیەوە

The last chapter of this course is built on a report that the owner of CêIT wrote with classmates: 'Cybersecurity as the Frontline of National Security'. Its main idea is simple: today, protecting a country also means protecting its technology.

دوا بەشی ئەم کۆرسە لەسەر ڕاپۆرتێک بونیاد نراوە کە خاوەنی CêIT لەگەڵ هاوپۆلەکانی نووسیویەتی: «گرنگیی لە ». بیرۆکە سەرەکییەکەی سادەیە: ئەمڕۆ پاراستنی وڵات واتە پاراستنی تەکنەلۆجیاکەشی.

Technology now plays a major role in every part of life: communications, transport, defence and the economy. Without proper protection these systems are weak and open to attacks that can harm the safety and progress of the whole country. Secure online systems keep transport and communication safe — and that matters not only for individuals but also for governments, businesses and critical infrastructure such as hospitals and power stations.

The report then gives real examples from inside and outside Kurdistan, to show that protecting technology is not only about avoiding problems: it is about building a stronger and safer future for everyone. This chapter follows the same path: this lesson explains why cybersecurity is part of national security; the next shows how countries — Iraq included — protect themselves; the last tells real incidents.

National security means protecting a country — its people, its government, its economy and its society — from serious harm, large or small. The harm can come from natural disasters, war or terrorist acts, and today also from cyberspace.

Where does the word 'nation' come from?وشەی «Nation» لە کوێوە هاتووە؟

The English word nation comes from the Latin natio, meaning 'birth, ancestry, people', which comes from the verb nasci, 'to be born'. In Middle English it became nacion: a group of people who are related to each other, born in the same place.

So 'national security' is, at heart, about keeping a people safe — not only buildings or borders. The story of the word '' (from the Greek for a ship's steersman) is told in the first lesson: Where does the word 'cyber' come from?

The world is going digital. Digital systems have become part of daily life because they make tasks easier and faster, so activities, data and information now depend on them. Because smartphones and computers are everywhere, the group's presentation says, cybersecurity has moved from 'nice to have' to 'must have': investing in it keeps national security healthy.

  • Governments store sensitive data in digital systems: population records, tax and salary records, even military plans.
  • Iraq's 2024 census is a local example: the first general census since 1987 was carried out on 20–21 November 2024, and it was the first one done electronically — census workers went from house to house with tablets, and a two-day curfew kept people at home.
  • Banks run mainly on digital platforms: accounts, cards, transfers and mobile wallets.
  • حکومەتەکان هەستیار لە سیستەمی دیجیتاڵیدا هەڵدەگرن: تۆماری دانیشتووان، تۆماری باج و مووچە، تەنانەت پلانی سەربازی.

A new kind of weaponجۆرێکی نوێی چەک

In ancient times people fought with swords, spears and arrows. Later came guns and tanks. Now technological weapons have appeared alongside the old ones: malware and hacking tools. Imagine the main banking system or the military systems of a country being broken into — the results could be disastrous.

If any of these systems is attacked or disrupted, daily life or the national economy can be badly hurt. Instead of sending troops or spending a large budget on weapons, a hostile state may choose cyberattacks against its rival. That is why cybersecurity is a crucial part of national security, and why countries must keep investing in it. Using cyberattacks in place of military force is called cyber warfare.

Critical infrastructure: what a country cannot live withoutژێرخانی گرنگ: ئەوەی وڵات بەبێ ئەو ناژی

Critical infrastructure is the set of systems a country cannot live without: electricity, water, hospitals, banks and payments, telecommunications and the Internet, transport, fuel and government services. The US agency CISA defines it as systems so vital that their failure or destruction would weaken security, the economy, or public health and safety — and it lists sixteen such sectors.

The report's example: cyberattacks on essential places such as airports, hospitals — endangering patients' lives — and government institutions can cause widespread disruption. A power cut can plunge whole cities into darkness, disrupt daily life and spread fear. Many of these systems are run by industrial control systems: computers that open valves, switch breakers and read sensors. An attack on them can cause physical damage, not only data loss.

On 23 December 2015 attackers broke into three regional electricity distribution companies and switched off breakers — the big switches that cut power to whole areas — by remote control; about 225,000 customers lost power. CISA's report says the attackers most likely got in with spear-phishing e-mails and stolen passwords, used the companies' own remote-access tools, wiped computers and damaged equipment to slow the repair. In 2021 the US government attributed the attack to Russian state actors. CISA's lessons: keep control networks separate from office networks, limit remote access and protect it with MFA, and plan how to run the grid by hand.

Cascading failures: one attack, many victimsتێکچوونی زنجیرەیی: یەک هێرش، زۆر قوربانی

Critical systems depend on each other. When the electricity stops, water pumps stop; phone towers run on batteries for a few hours; hospitals switch to generators; card payments fail. This chain reaction is called a cascading failure. CISA warns that in today's connected world a disruption can cascade across systems, sectors and even regions.

یەکەم : لە ناوەوە یان دەرەوەی وڵاتێک هەستیار و نهێنی دەدزن یان سیخوڕیی لەسەر دەکەن، بۆ ئەوەی بۆ داڕشتنی تاکتیک و ستراتیژی دژی ئەو وڵاتە بەکار بهێنرێت. ئەمە و زۆرجار لەلایەن ئەنجام دەدرێت.

A documented example: the US Office of Personnel Management (OPM), 2015. OPM keeps the background-check files of people applying for sensitive government jobs. In 2015 it announced that attackers had stolen the background-investigation records of 21.5 million people, including the fingerprints of about 5.6 million. Such a file shows who works in sensitive posts, their families and their history — useful to a foreign intelligence service for years. Unlike a password, a fingerprint can never be changed.

Four kinds of threat to a nationچوار جۆری هەڕەشە بۆ سەر وڵات

Misinformation and fake newsزڕزانیاری و هەواڵی ساختە

The third threat: false information spread online can divide society and cause unrest. The report gives two examples: a made-up news story warning that food is about to run out, which causes panic and stress; and fake news designed to humiliate the government or make people angry with it. The presentation adds disinformation on social media and fake crisis alerts.

Definitionپێناسە

False or misleading information that spreads, especially online. When it is spread on purpose to deceive, it is called disinformation; both can cause panic and divide people.

A word from the Kurdish version of the report: «زڕ» means 'fake', so «زڕهەواڵ» is fake news and «زڕزانیاری» is false information.

وشەیەک لە وەشانی کوردیی ڕاپۆرتەکەوە: «زڕ» بە واتای «ساختە» دێت، بۆیە «زڕهەواڵ» واتە و «» واتە ساختە.

Common mistakesهەڵە باوەکان

  • 'National security is only the army's job.' — It includes cybersecurity, the economy, infrastructure and intelligence.
  • 'Cyberattacks need only technical skill.' — Serious state operations need teams, money and years; they are cheaper than war, not free.
  • Calling Iraq's 2024 census 'online'. — It was electronic: census workers used tablets during home visits.
  • Thinking each system fails alone. — Power, water, telecom, hospitals and banks depend on each other: failures cascade.
  • 'Economic collapse.' — Say 'serious economic damage', and give a source.
  • Reading a sorted table by its order. — Check which column a table is sorted by, and its date, before calling anything 'top 10'.
  • Treating misinformation as harmless. — Fake crisis alerts can cause real panic; check official sources first.

Summaryپوختە

  • National security protects a country's people, government, economy and society, through military defence, cybersecurity, economic strength, infrastructure protection and intelligence. 'Nation' comes from Latin natio, nasci — birth.
  • Government data (such as the 2024 electronic census), banks and services are now digital, so cybersecurity has become a 'must have'.
  • Malware and hacking tools are new weapons: cheaper and more deniable than troops, but serious operations still need skilled teams and years.
  • Critical infrastructure (power, water, health, finance, telecom, transport) is run by industrial control systems; failures cascade, so separation, backup power, manual operation and response plans matter.
  • Four groups of threats: hacking government systems (espionage), attacks on critical infrastructure, false information, and ransomware with social engineering.
  • Consequences: economic damage, revealed secrets, public distrust and fear, and lost trust between countries.
